The root cause is that `{{{}--no-initial-controllers`{}}} cannot work with
{{kraft.version=1}} during formatting (see KAFKA-18028).
We should remove `{{{}kraft.version=1`{}}} from the end-to-end (e2e) tests
since the formatter should automatically determine the effective Kraft version
based on the current configurations.
