This is related to KAFKA-18469. Move the retry of ListOffsetReqeust to `ListOffsetRequest.poll()` except the retry of `StaleMetadataException` Create a new set `requestsToRetryOnMetadataUpdate` to handle the retry on metadata update. - `requestsToRetry` is called on OffsetRequestManager.poll() - `requestsToRetryOnMetadataUpdate` is called on OffsetRequestManager.onUpdate() This issue is the root cause of the flaky test KAFKA-18036.
