The current version of the
[Dockerfile|https://github.com/apache/kafka/blob/a6faec179a3685d66698a2dc3c6a1823bd0c87f9/tests/docker/Dockerfile#L18]
used to run system tests makes use of Debian buster which is no longer a
[long-term|https://wiki.debian.org/LTS/] supported release as of June 2024.
We should upgrade the version of Debian shipped with the system tests to
support debian Bullseye.
