Review Comment:
   @junrao—just so I'm clear: are you concerned that this PR introduced a new 
bug?
   
   The question you raised is certainly worth investigating. Do we want to 
investigate it on a parallel track or should we hold this back until we fully 
understand it? This PR doesn't change any behavior in what is added to or 
removed from the buffer; any issue we find here likely affects both consumer 
implementations.
