Review Comment:
While cleaning up the code, I found that we cast to the "old"
`Topology.AutoOffsetReset` enum here. Changing it to use the new
`AutoOffsetReset` class, `TopologyTest` broke exposing the bug.
Everything else in this class is just side-cleanup.
