Review Comment:
   I don't think this method can trigger the callback as it don't cause either 
topic or cluster change.

Review Comment:
   all we want to do is to ensure the topic-related changes can trigger the 
callback, and hence we can snapshot the count before creating topic and then 
compare the count.
