This test is stable if ELR is disabled, since the last replica is still in the ISR so it can trigger election when it is fenced - even though the origin replica leader does NOT see the unclean config. However, after enabling the ELR, the last replica is not in the ISR so the trigger is gone - that is why I recommend to ensure re-adding the first replica can see the unclean config -- This is an automated message from the Apache Git Service.
