The moving of LogCleaner is currently blocked by the task of moving
LogCleanerManager https://issues.apache.org/jira/browse/KAFKA-14486 .
I have opened a PR https://github.com/apache/kafka/pull/19216 and requested a
review.
Once this PR is merged, I will open a PR for moving LogCleaner.
