Review Comment:
   `updateQuotaTypes` is called in `updateQuota` function when either quota 
types (user, client, user/client) or entities change dynamically. My general 
assumption is that users don't frequently modify quota settings, so in 
practice, `activeQuotaEntities` typically contains only a few items.
