   Implement a new Validator that
   
   1. Returns an INVALID_REQUEST for all of the fetch partitions if the
   fetch request has a negative max bytes.
   2. Returns an INVALID_REQUEST for any fetch partion that has a negative
   max bytes.
   
   Extended the unittest FetchRequestTest to cover this scenario.
