This issue is spot on! I tried to dig into the root cause.

The conditions to trigger this bug include three factors:
 # The server times out the transaction (executing fencing).

 # The transaction state on the server transitions to COMPLETE_ABORT.

 # The client sends an EndTxn (ABORT) request, which coincides with the 
server's state.

Under these conditions, the server mistakenly treats the request as a valid 
retry. It bypasses {{generateTxnTransitMetadataForTxnCompletion}} and returns 
the max epoch to the client instead of rotating the Producer ID.
