This patch prepares the `TxnOffsetCommit` classes for topic IDs at version 6
of the API:
- Add `TxnOffsetCommitResponse.TopicIdBuilder` that keys topics by
topic ID, alongside the existing `TopicNameBuilder`.
- Wire topic IDs through `TxnOffsetCommitRequest.getErrorResponse(...)`.
