Rebased on trunk. The conflict came from QuotaFactory moving to `org.apache.kafka.server.quota` (server module) and switching to `AbstractKafkaConfig`, so I re-applied the shared-callback overload against the new signature and kept `createClientQuotaCallback` public for SharedServer, which now imports it from the new package. `:server:compileJava` and `:core:compileScala` both build. -- This is an automated message from the Apache Git Service.
