Update on PR #23024: https://github.com/apache/kafka/pull/23024
The PR requires the existing caught-up check before expanding ISR while a
partition is under min ISR, preventing a follower with only a stale high
watermark from entering ISR prematurely. The non-min-ISR leader-epoch behavior
is preserved.
PartitionTest and the core static checks pass; the local parallel run recorded
unrelated timing-sensitive failures, with the affected tests rerun in
isolation. The PR is open and awaiting review.
