As I mentioned before, this is a kind of behavior change. Since there are concerns about it, we should revert that part now to avoid blocking the 4.4 RC. We can add the constraint back later if needed. @gabriellefu Would you mind reverting the built-in name check from #22982 (keeping the duplicate name check) and updating upgrade.md accordingly?
