The kafka-site downloads page is Hugo-generated and strips dots from version numbers when deriving section heading anchors (e.g. 4.2.2 -> https://kafka.apache.org/downloads#4.2.2, which doesn't match any anchor on the page. Additionally, https://kafka.apache.org/downloads is a client-side meta-refresh redirect to https://kafka.apache.org/community/downloads/ rather than an HTTP redirect, so it does not carry a URL fragment over to the page it points to.
