Backport of #23627 to 3.8: reject non-finite client quota values in `ClientQuotaControlManager`, and cap the byte-rate throttle time to the int range before narrowing it in `ClientQuotaManager`. Also reject them in the ZooKeeper AlterClientQuotas path.
