Closes [KAFKA-21183](https://issues.apache.org/jira/projects/KAFKA/issues/KAFKA-21183) As per [release distribution policy](https://infra.apache.org/release-distribution.html#sigs-and-sums] new releases "should not supply MD5 or SHA-1". Kafka's release script still generates them, and the release manager's checklist still asks them to verify them. This PR removes both.
