URL: https://github.com/apache/kafka/pull/23696

   **What**
KIP-714's client-metrics match config patterns are now validated with RE2/J
syntax when a subscription's match value is new or has actually changed.
Already-persisted subscriptions continue to accept patterns that only compile
under java.util.regex via a deprecated, temporary fallback that logs a warning.
The fallback will be removed in Apache Kafka 5.0.

   **Why**
RE2/J guarantees linear-time matching, which matters here because match
patterns are evaluated against client-supplied strings. KIP-848 already made
this switch for topic subscription regexes (KAFKA-17593).

The switch needed care because RE2/J supports only a subset of regexes that
java.util.regex supported and we wanted to ensure that existing match patterns
compile even if they are not part of that subset.
