The integration testing of KIP-714 lacks proper validation of the metrics pushed and state transitions. While there are plenty of unit tests, there's a bit of a gap for integration tests. This PR takes a step towards improving this. While working on these tests, it became clear that only the consumer was sending the terminating push correctly, so this PR also includes improvements to the producer and admin client.
