Publishes a Develocity Build Scan for each image the `docker_build_and_test` and `docker_official_image_build_and_test` workflows build. A new `Setup Docker` step runs the Develocity Docker build agent beside the build, using the `setup-docker` action from `gradle/develocity-actions`. The agent captures what reaches BuildKit, so the Dockerfiles and the build commands stay as they are. The scans go to develocity.apache.org under the `kafka` project, with the `DEVELOCITY_ACCESS_KEY` secret the Gradle builds already use. The build scripts pass `--build-arg DEVELOCITY_PROJECT_ID=kafka`, which names the scans. They build from a copy of the context outside the git work tree, so without it a scan has no project name. Documentation for the action: https://github.com/gradle/develocity-actions#setup-docker-action Testing: both workflows were dispatched on a mirror of trunk against a test Develocity server, and each published one scan for its image. `gradle/develocity-actions/setup-docker` is not on the ASF actions allowlist yet.
