Follow-up to #23268, from https://github.com/apache/kafka/pull/23268#discussion_r4233070008. A create request without initial offsets is still sent to the leader with `"initial_offsets": null`. A leader or extension that doesn't know the field rejects it. This leaves the field out when it is null, like `ConnectorInfo` already does.
