1. Adding IdenticalTagGroup which group each process with their rack value in assignors.rack.tags 2. Adding TagTree to store IdenticalTagGroup, for RackAwareStandbyPicker to use 3. Adding RackAwareStandbyPicker which giving the room of the current assign, return the best pick condition we can use.
