The steps of the uniform2 assignor and the data classes they work on
share one package, so only their names tell them apart. This patch
moves the steps to the `steps` subpackage. Java has no sub-package
visibility, so what the steps use from the parent package becomes
public.
Changes:
- Move `KeepStickyExtraPartitions` and `AssignRemainingExtraPartitions`,
and their tests, to `uniform2.steps`. The two classes, their
constructors and `run` become public.
- Make `IndexedGroup` public, with `memberCount`, `topicCount`,
`cohortCount`, `cohortOf`, `cohortsOf`, `membersOf` and
`subscriberCount`.
- Make `CurrentAssignment` public, with `countOwned`.
- Make `Quotas` public, with `minQuota`, `extraPartitions`,
`membersWithExtraPartition`, `extraPartitionCount`, `assignmentSize`,
`minAssignmentSize` and `giveExtraPartition`.
- Make the test fixture `QuotasFixture` public, with the constructor,
the fields and the methods that the tests of the steps use.
