`GetTelemetrySubscriptions` v0 only treated `ZERO_UUID` or `null` as "no client instance ID", so a request carrying `ONE_UUID` was accepted and cached as a real client instance ID. Is is then rejected in `PushTelemetry` by `isValidClientInstanceId` since it is a reserved UUID. So v0 now rejects reserved IDs with `INVALID_REQUEST`, matching `PushTelemetry` and v1 `GetTelemetrySubscriptions`. -- This is an automated message from the Apache Git Service.
