Fixes KAFKA-21301 When assignment computation is delayed by the configured interval, the coordinator reports ASSIGNMENT_DELAYED even to Streams members retaining their existing assignments. This makes the client mark the group as not ready and temporarily stop processing those tasks. Report interval-based assignment delays only to members without an existing target assignment, allowing members with an assignment to continue processing while reassignment is deferred. -- This is an automated message from the Apache Git Service.
