`TopologyTestDriver` always used `LogAndContinueExceptionHandler` for global-store input, so malformed `GlobalKTable` records were skipped even when the configured handler should fail, and custom handlers were never invoked. Use `StreamsConfig.deserializationExceptionHandler()` to match `GlobalStreamThread`, with regression coverage and an upgrade note explaining how to retain continue-on-error behavior. Related to [KAFKA-19035](https://issues.apache.org/jira/browse/KAFKA-19035). This is a partial fix limited to GlobalKTable/global-store deserialization-handler selection in the test driver. It does not implement DLQ delivery or complete KAFKA-19035; that ticket should remain open.
