Follow-up to review comments on #23821. The share group state RPCs capped their latest version with a hardcoded `LATEST_VERSION_BEFORE_REQUEST_HEADER_V3` constant per request, chosen by a boolean from `MetadataVersion`. `MetadataVersion` now returns the request header version directly, and `ApiKeys` looks up the latest API version that uses that header version or lower, so the builders take the header version and the per-request constants are removed. -- This is an automated message from the Apache Git Service.
