Add a `blog` subcommand to release.py that writes a skeleton of the release announcement blog post (`content/en/blog/releases/ak-X.Y.Z.md`) and the release section of `content/en/community/downloads.md` into a kafka-site checkout. - Both minor and patch releases are supported, with a different blog template for each. - The commit count and the contributor list are generated from git. The number of KIPs and everything else the release manager has to write is left as a TODO. - Extract `prompt_current_and_previous_release()` from the `release-email` subcommand so that `blog` can reuse it. Release tags are now sorted by their numeric parts instead of as strings, so that 4.10.0 comes after 4.9.0. -- This is an automated message from the Apache Git Service.
