`RemoteLogManager.findOffsetByTimestamp` returns immediately when an eligible remote segment or local segment yields no match. If that segment's maximum timestamp belongs to a record below the requested starting offset, this skips later eligible segments and can cause the caller to return a later local offset or no result. Continue searching after an empty lookup in both paths. Add regressions for subsequent remote segments in the same and next leader epoch, and for subsequent local segments.
