This PR adds a tagged LeaderEpoch field to PartitionChangeRecord version 3, as described in KIP-1279. When the new Cluster Mirroring metadata version (IBP_4_5_IV1) is enabled, the controller sets the new leader epoch in the record, and replaying nodes use it instead of computing it themselves. Records without the field keep the old behaviour (epoch + 1 when the leader changes), so a future BumpLeaderEpochs RPC can set the epoch while old records stay compatible. -- This is an automated message from the Apache Git Service.
