Add `MirrorStateMessageFormatter` for consuming `__mirror_state` records with the console consumer, as described in [KIP-1279](https://cwiki.apache.org/confluence/spaces/KAFKA/pages/406620973/KIP-1279+Cluster+Mirroring) and [KAFKA-21404](https://issues.apache.org/jira/browse/KAFKA-21404). Reuse the coordinator formatter base class, mirror record serde, and generated JSON converters for both mirror partition state and last mirror epoch records.
