Context on why I'm pinging directly: this PR has been open for **150 days** (opened 2026-06-04). CI was fully green on the previous head, and it's green-on-rebase now. Today I rebased it onto `trunk` (`3bbd45d`) to clear the conflicts — status is `MERGEABLE`. Local `compileJava` / `spotlessJavaCheck` / `checkstyleMain` all pass on JDK 17. The change itself is mechanical and low-risk: `Locale.ROOT` as the first argument to every `String.format()` call in `tools/` and `server-common/`, so output doesn't vary with the JVM's default locale. No behaviour change beyond removing locale-dependent formatting. If nobody has bandwidth, I'll escalate to `[email protected]` per the stale-bot guidance rather than keep nudging this thread.
