We have encountered the same issue.

Without knowing Johns ticket I have proposed a similar thing and labeled it 
‚Streams Registry‘ for me.

The idea was to provide a central system (like the schema registry) where 
streams apps go to register their topology and get information if the topology 
is compatible with the latest existing version, if starting is allowed, etc
