I think I was referring to a metric that "it took 45 minutes to do the
replication for the slowest partition". However now thinking about it I don't
know if that makes too much sense.
Anyway, I proceeded with the other one, so the max offset lag. However I found
that the best place for it is the ReplicaFetcherThread instead of the
ReplicaManager (see the draft PR).
I'll probably be ready with the PR sometime next week so we can discuss this on
the review.
