   For KIP-441 we intend to add 4 new configs:
   
   1. assignment.acceptable.recovery.lag
   2. assignment.balance.factor
   3. assignment.max.extra.replicas
   4. assignment.probing.rebalance.interval.ms
   
   I think we should give them all a common prefix to make it clear they're 
related, but am open to better suggestions than just "assignment"
