This can be reproduced by adding the following test case to the {{ValuesTest}}
class (beware that running this test will cause an infinite loop and it will
need to be terminated manually):

public void shouldNotEncounterInfiniteLoop() {
byte[] bytes = new byte[] { -17, -65, -65 };
String str = new String(bytes, StandardCharsets.UTF_8);
Values.parseString(str);
