[~mjsax] Maybe we can break KIP-149/159 into smaller ones if [~MonCalamari] is 
only interested in this particular one? Or, if we feel that 149/159 could have 
a consensus soon and then we can just implement part of it (this ticket) as the 
first step, that would also be great.
