       just curious.
   
   Is it possible that an existent topic has no partitions? If so, returning 
empty list may confuse users who querying nonexistent topic. Maybe we should 
throw ```UnknownTopicOrPartitionException``` for nonexistent topic and return 
empty list for existent topic.
