Updates ZooKeeper to v3.6.3. Adds some additional exercising of ZooKeeper in the upgrade system tests. Also adds 2.8.0 to the system test docker image. The dependency on `io.dropwizard.metrics:metrics-core` cannot be avoided as per https://issues.apache.org/jira/browse/ZOOKEEPER-4324.
