The `catchInterruptions` didn't really do what I had hoped. Instead I added a pre-check stage with a short timeout so we don't wait a full 2 hours before timing out the ARM build. Also, I've gone ahead and disabled ARM until Apache INFRA gets it working. Filed INFRA-23305 -- This is an automated message from the Apache Git Service.
