Language permission management doesn't take into consideration site languages 
defined

If a site has defined non european languages, it is impossible ton assign the 
editing permissions to the specific languages, as the language permission 
administration doesn't seem to take the site languages defined.

To replicate:
- Create a new site
- Add a couple of "exotic" languages (one is enough, really, say russian or 
chinese)
- Go to "Manage Site permissions", click tab "Languages"
- You always see the same languages : English, French, Spanish, Italian (but no 
Russian or Chinese, if those are used !)
