SP4: WebDAV TransformDirNames in jahia.properties file does not work any more

By default the transfomration of accents for directories created with WebDAV is
activated. This does not seem to work at all on the SP4. Not tested with the
files. But at least I could perfectly create directories with accents through
my webfolders.
