SP4: No Workflow mode bypass integrity checks

I turn on integrity and WAI checks in the admin center and removed all bypass
roles to the users group (virtual site level -> actions).
Then I added a page in no workflow mode. On this page, with my steven user (RWA
from home page), I added an image in a big text (no alt). A warning is raised.
I bypass the warning. the page goes directly live.
We should then have a red "No Workflow" icon indicating that some containers
could not be validated on this page depstie the no workflow mode.
