ACL change in a box is not invalidating skeleton in other cluster nodes

When trying to reproduce SANO-37 (which seem to be due to a cluster config
error in their case), I found out that when you use the official SP4 and you
switch on HTML container cache in a cluster, the same problem happens as
described in SANO-37.
Only if you extend the URL in the other cluster node with cach/off or
cache/onlyUpdate then the changes are reflected.
