"copy in other languages" button: tool tip text is very confusing

When I put my mouse on the "copy to other languages button", the displayed tool
tip text shows current state, instead of button action. It very confusing, when
I click on something displaying "do not copy ...", I expect that it will no
more copy values, same as I expect that clicking on an "ok" button will
validate, and not cancel
