Resolution: Won't Fix
Mandatory language is only checked on content publication, not on creation.
One can create content in only optional language, but will not be able to
publish it (except members of "administrators" user group).
The only check which is done on content creation is the field validation
(Struts Validator), if it is cofigured in the container definition.
