site creation: first site should be automaticaly the default one

At site creation, we can specify it as the default site. If we do, the new site
becomes the new default one instead of the former one.
But when there is no site, we shouldn't have the choice when we create the
first one. I have unchecked it, and as a result, I had no default site after it
has been created.
