Multilingual edit publication creates two workflow notification emails

On a multilingual site, using a user with a french language preference and
modifying a german site page, when pushing the page through the workflow, I
received *two* notifications: one in french and another in german, for the same
page modification. Is this normal? Seems a little redundant.
Who are the default recipients of workflow notifications, outside of those
allowed to edit?
