Yes, it seems perfect to improve this procedure by this way:
If the user has the 'Administraion' right on an object (so explicitly has the
right to publish the content) an email as : "The following pages are now ready
for publishing. Please accept or refuse to publish them."
If the user has only 'write' right on an object, a email as: "The following
pages are now ready for publishing. Please wait for your modifications being
accepted or refused."
I don't understand why we should also check if the user is the one ?
Please also note it's not the priority of these days, I will let you know
when is the time to work on it . just estimate the time needed for such a
development on SP5 and I will plan it for product jira days
